In 1924 Liverpool joined the movement towards Mechanics Instutes & built a School of Arts as a memorial to World War 1 veterans in Macquarie Street. The foundation stones were laid by Major-General C.F.Cox and Leslie J.Ashcroft, the Mayor of Liverpool at the time. In 1939 the building was used as a Meeting Room, a Billiard Room, & the Liverpool Library. It is now used for Community organisations now the new Library has been built.

Leslie Ashcroft was Mayor of Liverpool (like his father) from 1914-1915 and 1920-1925. He was also President of the Agricultural & Horticultural Society for a number of years. He was also President of the Chamber of Commerce.
